This Department is responsible for the coordination and oversight of all negotiated health benefit arrangements. Primary objectives include the development, enhancement and expansion of all health related benefits provided to our members.
The Health Benefits Department acts as a resource for all Divisions of CSEA (State, Local Government and Private Sector) by providing direct assistance and support to Region and Headquarters staff, local and unit officers, and the rank & file membership.
The CSEA-NYS Joint Committee on Health Benefits, pursuant to Article 9 of the State Contract, is primarily responsible for the oversight and administration of the New York Sate Health Insurance Program (NYSHIP). The NYSHIP program includes the Empire Plan and Health Maintenance Organizations located throughout the State.

Hospital Claims:

United Health Care will take over the Benefits Management Program's responsibilities for outpatient medical case management, prospective procedure review (for MRIs) and voluntary specialist consultant evaluation. Certain infertility procedures, called Qualified Procedures, are covered under the Empire Plan, ONLY if you receive prior authorization. This Program provides coverage for medically necessary chiropractic treatment and physical therapy services. If you do not use MPN network providers, you will receive significantly lower level of benefits. The MPMP is insured by United HealthCare and administered by Managed Physical Network, Inc. (MPN).

Empire Plan enrollees are eligible to receive a 25% discount (enrollee pay program) from a network of acupuncturists, massage therapists, and nutritionists. Contact American Complementary Care Network/MPN, which oversees the provider network for a listing of providers or to nominate a provider.

All visiting and private duty nursing, home infusion therapy and durable medical equipment(insulin pumps and medijectors) must be pre-certified through HCAP which is administered by United HealthCare. Enrollees requiring diabetic supplies or ostomy supplies can contact the supplier directly or contact HCAP.

CSEA was successful in negotiating a greater involvement in the design, implementation and ongoing administration of The Empire Plan by enhancing the role of the CSEA-NYS Joint Committee on Health Benefits.
The Committee convenes on a scheduled basis and can meet on an emergency basis within fourteen days, when required. Full-time Committee support staffs perform daily activities and administrative tasks. Funds for the support staff are provided by the State pursuant to Article 9 .26(b) of the agreements.

The primary objective of the Joint Committee on Health Benefits is to ensure that the health insurance provided to CSEA members as a result of the state contractual negotiations is implemented, administered, adjudicated and rated fairly and properly. While the Committee is a result of State contracts, it will always weigh the direct and indirect implications, Committee decisions or actions will have on political subdivisions. A secondary objective of the Committee will be to serve as a vehicle for CSEA to develop its own agenda for successor agreements via its ability to access and utilize shared experience data and retain consulting actuaries.

Quest Diagnostics will no longer be a participating provider of laboratory services with United HealthCare under the Empire Plan Medical Program as of January 1, 2007.
Beginning January 1, 2007, Laboratory Corporation of America (LabCorp) is the national participating provider of laboratory services for the Empire Medical Program. In addition to LabCorp, other regional and local laboratory providers will participate in the Empire Plan.

A Reminder About the Depression Management Program
The Depression Management Program began on October 1, 2006 and is available to all CSEA represented NYS Empire Plan enrollees. ValueOptions the Empire Plans mental health and substance abuse program provider is the administrator of this program.
If you or your dependents have received recent treatment for depression, you may be invited to participate in this program. Participation is voluntary, free of charge and confidential. If you agree to participate, you will receive information to help you understand your condition. You will also be offered educational materials and other services.

Empire Plan Enrollees
New Coverage for HPV Vaccine
The Empire Plan covers vaccinations and immunizations in accordance with recommendations by the Centers for Disease Control (CDC) and the American Academy of Pediatrics (AAP).
The NYS Insurance Department recently added a requirement for health plans to offer pediatric immunization coverage for immunizations recommended by the Advisory Committee on Immunization Practices (ACIP).
The ACIP has endorsed Gardasil, the new vaccine for prevention of the human papillomavirus (HPV) in females ages 9 to 26.
Effective June 29, 2006 and after, the (HPV) vaccine will become a covered immunization under the Empire Plan for the following categories of young girls/adults.
Dependent females up to the age of 19 will be eligible to receive the HPV vaccine under the pediatric immunization benefit, either through a.participating provider or from a nonparticipating provider (basic medical coverage - subject to deductible and coinsurance) of the Empire Plan.
Eligible females ages 19 to 26 will be eligible to receive the HPV vaccine under the adult immunization benefit, which is through a participating provider ONLY.
United HealthCare will review their claims history and reconsider HPV vaccine claims retro to June 29, 2006. If eligible females have received the vaccine after June 29, 2006 and you are not sure if the claim was submitted to the Empire Plan, contact your provider's office.
